Land Purchase for 148 New Social Homes

The Municipal Plenary of L'Hospitalet de Llobregat has approved a credit modification of €1,565,000 to purchase two plots of land on Carrer de l’Estrella and Carrer del Progrés for the construction of public housing. The decision forms part of the city’s Local Housing Plan, aimed at expanding the stock of protected homes to meet growing residential demand. The plot at Carrer de l’Estrella, 26–30, is owned by the Generalitat, which acquired it through an inheritance. According to Deputy Mayor for Urban Quality David Gómez, the testator stipulated that the Generalitat must sell the land and donate the proceeds to medical research, ruling out a simple cession of use, a move previously suggested by opposition groups.

Tourist Accommodation Restrictions Approved

The Plenary also approved a revised text of the Metropolitan General Plan (PGM) to regulate tourist accommodation in the city. The new rules, supported by PSC and LHECP-C with abstentions from ERC+EUiA and opposition from PP and Vox, restrict the establishment of new tourist homes and apartments. Existing tourist lets with valid licences will be allowed to continue operating for up to five years from the regulation’s entry into force, after which the activity will cease. Youth hostels and student residences will be limited to high-density areas, with minimum distances enforced elsewhere to prevent over-concentration. The regulation must now be submitted to the Generalitat de Catalunya for final approval.

The regulation establishes restrictions on new tourist housing and sets a five-year transitional period for existing operations.

Urban and Educational Developments

Two further PGM modifications were provisionally approved. One assigns an educational use to the plot on Plaça del Cadí, enabling expansion of Institut Escola Pere Lliscart and reorganisation of surrounding green spaces. Another sets permitted uses for upper floors at Avinguda de la Granvia, 183–189, to support research, innovation, and health-related activities.

Honorary Medals for Police Service

The Plenary also approved the 2026 Honorary Medals of the Guàrdia Urbana de L'Hospitalet. Twelve officers with 20 or more years of uninterrupted service will receive the Medal for Professional Distinction. One officer will receive the Medal of the Guàrdia Urbana for meritorious action, and three members of other security forces will be honoured for collaboration. The awards ceremony will take place on Thursday 19th November 2026. The October session was shortened as a mark of respect following the railway accident in Toledo on Tuesday 27th October 2026. Only resolution items were voted on, with minimal interventions from municipal groups.
