€32 million allocated for 399 new social housing units
The Full Council of Barcelona has approved the allocation of €32 million from a €113 million loan provided by the European Investment Bank (EIB) to finance the construction of 399 affordable rental homes. Work on the developments is set to begin between 2026 and 2028, with completion expected by 2030. This funding forms part of a wider agreement that will support the building of up to 641 energy-efficient public homes across the city. The investment strengthens Barcelona’s Pla Viure, a municipal strategy focused on expanding the city’s public housing stock and ensuring access to affordable, sustainable housing.
New homes to be built across six locations
The 399 homes will be distributed across the following sites:
- CAP Fort Pienc: 64 flats
- Casernes de Sant Andreu, building A: 69 flats
- Trinitat Nova, building H: 83 flats
- Illa Nubiola, 22@: 85 flats
- Casetes Encarnació: 15 flats
- Antiga Clínia Quirón: 83 flats
The Illa Nubiola development in Poblenou’s 22@ district will deliver 85 publicly owned homes with social rents, located between Marroc (128–134) and Agricultura (121–123) streets. This project is one of several under the current funding round that prioritise energy efficiency and urban regeneration.
Expanding public housing with European support
This is the third financing agreement between IMHAB and the EIB, following earlier loans in 2017 and 2021 that supported 1,714 protected homes in Barcelona.
The EIB loan covers 70% of the total project cost and is part of a broader effort to increase the supply of affordable housing for low- and medium-income residents. Since 2017, EIB funding has supported over 2,300 rental homes in the city through the Municipal Institute of Housing and Renovation (IMHAB). The funding also aligns with Barcelona’s role in the Mayors for Housing initiative, championed by Deputy Mayor Jordi Valls, which calls for stronger municipal action on housing affordability across Europe.
