Competition for La Marina Affordable Housing Contract

Eleven construction companies have submitted bids to develop 79 officially protected homes (HPO) for affordable rent in La Marina del Prat Vermell, Sants-Montjuïc. The project, led by the Institut Català del Sòl (Incasòl), involves the design, site supervision, and construction of the homes at number 25 Carrer de Miquel Porter i Moix. The contract includes a ground-floor commercial unit, parking spaces, and exterior landscaping. The base tender budget is €13.68 million (€15.10 million with VAT), with an estimated total value of €16.44 million. The construction period is projected to last 37 months.

Bidders Include Joint Ventures and Independent Firms

According to the tender opening minutes, three of the 11 bids were submitted through temporary joint ventures (UTEs), a common structure for large-scale public works. These include:

  • UTE Constructora d’Aro–Copisa Infrastructures (Constructora d’Aro, SA and Copisa Infrastructures, SA)
  • UTE Penta, Puig de la Bellacasa i Gasca (Obres i Contractes Penta, SA, Mar Puig de la Bellacasa Delás, and Alejandro Gasca Zubillaga)
  • UTE GICSA & ASCH (GICSA–Gestión Ingeniería y Construcción de la Costa Dorada, SA and ASCH Infraestructuras y Servicios, SA)

Part of Broader Urban Renewal Plan

This development is part of the wider transformation of La Marina del Prat Vermell, a former industrial zone now being redeveloped into a residential neighbourhood. Public authorities plan to deliver around 12,000 new homes in the area in the coming years, many designated for affordable rent.

Next Steps in Tender Process

The contracting committee opened administrative documentation on 1st October 2026. Having verified the candidates’ eligibility, the process will now move to the assessment of technical and economic proposals. The award will be made following this evaluation, under the framework of the Public Sector Contracts Law. The project is being developed on land secured through a collaboration agreement between the Barcelona City Council and the Government of Catalonia, signed on 15th January 2024. The site is already fully urbanised, facilitating immediate development. More details on Incasòl’s protected housing initiatives can be found on the official Incasòl portal.
