€20m Deal to Boost Social Housing Supply
The Ministry of Inclusion has finalised a €20 million agreement with Genivs Insulae, Europe’s first social housing infrastructure fund, to deliver 3,000 affordable rental homes across Spain. The investment, confirmed on Wednesday 14 October 2026, will be channelled through the Social Impact Fund (FIS), a public instrument managed by Cofides on behalf of the ministry. This marks the largest single transaction under the FIS’s Social Impact Housing line to date, according to sources familiar with the fund.
Homes Planned for High-Demand Cities
The 3,000 homes will be developed in stressed urban areas including Barcelona, Madrid, Málaga and Zaragoza. Genivs has already secured 1,142 units in Málaga and Zaragoza through awarded tenders, while submitting bids for 564 additional homes in Barcelona and Madrid. All properties will be built on public land leased for 75 years or more, with the condition that they return to the protected housing market after the concession period.
- 1,142 homes: awarded in Málaga and Zaragoza
- 564 homes: in tender process in Barcelona and Madrid
- 3,000 homes: total target under the fund’s national plan
"Affordable Housing Is Essential Infrastructure"
"Affordable housing is not a real estate product; it is essential social infrastructure, and it must be built where it is most needed,"
Rafael Angulo Ruiz, president of Genivs Insulae, made the statement during the fund’s public launch at Barcelona4Impact Week. He described the model as a fusion of private capital, social management by third-sector organisations, and public land provision. Genivs collaborates with social housing entities such as Provivienda, Fundació Hàbitat3 and Metropolitan House, a Barcelona-based social developer.
Barcelona Welcomes Ethical Investment Model
Jordi Valls, Deputy Mayor for Economy in Barcelona, welcomed Genivs as the type of investor the city seeks, one that accepts moderate returns in exchange for generating social value.
"Funds seeking a 24% return are not welcome,"
he stated, underscoring the city’s preference for long-term, socially responsible investment. Elena Rodríguez, Secretary-General for Inclusion at the Ministry, highlighted the innovative tripartite collaboration between public, private and third sectors. She reiterated the need to strengthen public housing policies and expand the supply of protected and affordable housing nationwide. The FIS has mobilised €1.33 billion in total impact investment to date, positioning Spain as a European leader in socially driven finance, according to the ministry’s official website.
