Protocol Review Scheduled for November

On Thursday 26th November 2026, the El Prat de Llobregat City Council will hold a session to review and approve its basic action protocol for managing situations of sleeping rough. The meeting is scheduled to run from 16:00 to 17:30 and forms part of the municipality's ongoing efforts to coordinate responses to homelessness.

Street Outreach and Volunteer Support

The review follows active interventions by the Catalan Red Cross (Creu Roja del Prat de Llobregat), which runs a direct support project for people experiencing homelessness. Volunteers conduct weekly street outreach every Thursday afternoon, primarily during night-time hours, using mobile social emergency units (Unitats d’Emergència Social – UES) to reach those in need. Their work includes distributing essential goods, promoting health and self-care, reducing social isolation, and providing information, accompaniment or referrals to existing socio-health services. A first joint outing with a designated reference person will take place to explain operational details.

  • Volunteers must be over 18 and possess strong communication and active listening skills.
  • They must be capable of managing resources and materials used during outreach.
  • Specific training provided by Creu Roja is required.

Interested individuals can contact the Volunteer Point via email at voluntariat@elprat.cat, by phone at 93 379 00 50 (extension 5600), or in person at Cases d’en Puig, Plaça de la Vila, 1, 08820 El Prat de Llobregat.

Broader Housing Strategy Underway

The protocol review aligns with wider housing initiatives, including the Local Housing Table (Taula Local per a l’Habitatge), established under a council resolution on 2nd March. This body brings together municipal services, political groups, technical teams, residents’ associations, the Platform for People Affected by Mortgages (PAH), trade unions, and social sector entities to improve coordination and develop strategic proposals for affordable, dignified housing. Additionally, a public proposal titled 'Pisos para ayudar socialmente' has been incorporated into the municipality’s strategy to strengthen public housing policies. It calls for low-cost or rent-free housing for people without homes or facing economic hardship. Prat Espais, the municipal housing company, serves as the technical secretariat for the Local Housing Table, which meets at least quarterly.
