L'Hospitalet de Llobregat City Council has formally objected to the Barcelona Metropolitan Area's (AMB) Metropolitan Urban Master Plan (PDUM). The council aims to block the construction of 5,000 to 6,000 new homes within its municipality, as proposed by the AMB.
Challenging Housing Development Targets
The city council's objections directly challenge the AMB's housing development targets for L'Hospitalet. This move could significantly alter future urban planning and housing supply in Catalonia's second-largest city. The plan's proposed increase in residential units has prompted a strong response from local authorities.

The Metropolitan Urban Master Plan (PDUM) is a critical document guiding urban development across the 36 municipalities of the Barcelona Metropolitan Area. It sets out zoning, infrastructure, and housing policies for the coming decades. Local councils can submit objections, known as al·legacions, during a public consultation period.
This objection from L'Hospitalet de Llobregat City Council will now require the AMB to review its proposals. The outcome could influence the final version of the PDUM and the future of housing development in the metropolitan region.
