L'Hospitalet de Llobregat's Guàrdia Urbana has closed a bar in the Pubilla Cases neighbourhood for five months, following repeated breaches of local regulations. The establishment, Bar Versace on Carrer de l'Empordà, 3, faced closure on Tuesday, 16 June, and its owner received an €1,884 fine. This significant action aims to address persistent issues impacting local residents.
Unlicensed Operations and Noise Complaints
Police found Bar Versace operating as an unlicensed music venue, complete with installed sound equipment. The bar also consistently ignored its designated closing hours, remaining open when it should have been shut. These activities generated significant noise disturbances, directly affecting residents in the densely populated Pubilla Cases area. Neighbours frequently endured loud noises late into the night.
Additionally, the bar offered shishas to customers without holding any authorisation to sell these water pipes. The owner also failed to maintain the mandatory public liability insurance policy. This insurance is critical for protecting customers and the public in case of accidents or incidents on the premises.
Plan Nautilus Targets Non-Compliant Venues
This enforcement action forms part of the Ajuntament de l'Hospitalet de Llobregat's "Plan Nautilus". The council launched this operation alongside the Guàrdia Urbana and the Mossos d'Esquadra. Plan Nautilus specifically targets establishments, many of them night-time entertainment venues, that do not respect vital aspects of local governance. These include current regulations, necessary hygiene and safety conditions, and neighbourly peace.
L'Hospitalet de Llobregat, Barcelona's second-largest city, has a population of over 260,000 residents. Ensuring compliance with local laws is critical for maintaining quality of life in its various neighbourhoods. The Pubilla Cases district, where Bar Versace is located, is a busy residential area where such disturbances have a direct and negative impact on daily living.
