PSC, Junts, ERC, Comuns and CUP have agreed a reform of the Parlament de Catalunya regulations that would incorporate sanctions for MPs into the chamber’s rules. The change is intended to give the code of conduct a formal place in the regulations and clarify the scale of warnings according to the seriousness of an MP’s conduct.
For Catalan residents following parliamentary proceedings, the proposal would set out how disciplinary action against elected representatives is handled within the chamber’s rulebook, rather than leaving the sanctions framework separate from it.
Code of conduct and warnings brought into the rules
The agreement, reported on 29 July 2026, brings together the Catalan Socialists (PSC), Junts per Catalunya, Esquerra Republicana de Catalunya (ERC), Comuns and the Popular Unity Candidacy (CUP).
According to the agreement, the regulations would incorporate the existing code of conduct for members of the Catalan Parliament and distinguish warnings according to the severity of the action concerned. The Code of Conduct of Members of the Parliament of Catalonia was published in Spain’s Official State Gazette in 2016.
Earlier rules change enabled remote and delegated voting
The same five parties had previously registered a separate proposal on 28 June 2024 to expand delegated voting and introduce electronic voting for MPs living abroad, according to a joint statement reported by RTVE and EFE.
That 2024 proposal included exceptional, duly justified circumstances in which the Parlament Bureau, the chamber’s governing body, could allow delegated voting when special circumstances prevented an MP from carrying out their parliamentary role. It also proposed a transitional provision linked to Spain’s amnesty law.
The current agreement concerns disciplinary provisions for MPs, including how warnings are graded under the code of conduct.
