Mayor Albiol stated, "We are not prepared for uncivil people to come to our city." He explained that while celebrating the verbena on the beach is acceptable, some visitors "confuse the beach with another space and their behaviour is not desirable." Police will establish controls at beach access points and on the beaches themselves.

Sant Joan, celebrated on the night of 23rd June, is a major festivity in Catalonia. It often features bonfires and large gatherings on beaches. Many young people traditionally bring alcohol to these celebrations.

The mayor's decision aims to curb this practice, particularly among those travelling from other municipalities without coastal access. Additionally, the Ajuntament de Badalona will implement controls at the Renfe train station and metro exits. Albiol emphasised, "Whoever comes to our city will not be able to carry drugs, because there will be controls, and they will not be able to carry alcohol."
