The Catalan Department of Education and Vocational Training is planning to create a new General Directorate for Leadership and Governance of Public Centers, according to NacióDigital, which reported the move on Friday 30 October 2026. The initiative, confirmed through internal communications seen by the outlet, aims to strengthen the autonomy and role of school and institute directors across Catalonia.
Josep Maria Garcia Balda, currently Director General of Teaching Staff and Personnel in Public Centers, will lead the new body. In a message dated 20th October 2026 to territorial service directors, Balda announced the change, stating he had been directly assigned by Education Minister Esther Niubó to assume this role. He emphasized the goal of building stronger, more direct relationships with school leadership teams and enhancing their capacity to implement central policies.
Focus on Leadership and Autonomy
"The actions we will promote from this new general directorate will primarily target the leadership teams of educational centers," Balda wrote, as reported by NacióDigital. The new unit aims to provide tools, support, and reinforced autonomy to school directors, who have previously expressed concerns over diminishing authority.
This development follows growing tensions between the ministry and public school leaders, including a parliamentary appeal in April 2026 over reduced directorial autonomy. The mass resignation of directors in Barcelona was considered at the time.
"One of the assignments I have received specifically from the minister is to strengthen the leadership and governance of educational centers,"
noted Balda in his communication.
Next Steps
While official sources deny an ongoing internal restructuring, Balda’s message confirms active planning. Territorial services are expected to collaborate closely with the new directorate as it forms.
