Green Light for Major Expansion
The municipal plenary of Sant Adrià de Besòs has provisionally approved the 'Pla Especial Urbanístic' (PEU) to expand the Mossos d'Esquadra police station in the La Mina neighbourhood. The move, confirmed on Monday 26th October 2026, will allow the current above-ground floor area to triple from 1,140 m² to 3,740 m².
Addressing Space and Operational Shortages
The current police complex, inaugurated in 2003 at number 41 Carrer Cristòfol de Moura, has faced growing pressure due to the town’s demographic increase, now close to 39,000 residents, and rising operational demands. According to the planning document accessed by Metrópoli, existing facilities suffer from overcrowded changing rooms, insufficient technical offices, and a lack of coordination spaces for police staff. The expansion, drafted by the Generalitat’s Directorate of Services, will add 2,600 m² of above-ground space. This includes 625 m² on the ground floor, 775 m² on the first floor, and a new second floor of 1,200 m². The maximum building height will reach 13 metres, with plot occupancy rising to 80%.
The underground 600 m² will remain dedicated to garage and detention facilities, with plans to optimise circulation and parking for patrol vehicles.
Improved Security and Support for Vulnerable Groups
Beyond space, the project aims to resolve internal security circuit issues. Currently, physical limitations hinder the separation of the public, detainees, and police personnel. The redesign will allow segregated routes and introduce dedicated, confidential areas for the Victim Support Group (GAV), particularly for women and vulnerable individuals affected by gender-based violence. The new layout will also adapt changing rooms for mixed-gender staffing, in line with the Mossos d'Esquadra’s 'Pla 25.000' framework, which aims to increase and diversify police personnel.
No Cost to Municipality, Single-Phase Construction
The Department of the Interior and Public Security will fully fund the civil works and technical provisions, meaning the expansion will have no financial impact on Sant Adrià’s municipal budget. No road modifications or urban planning fees will be required from the council. Construction will proceed in a single phase, coordinated with the police command to ensure uninterrupted operational service. The provisional approval by the council paves the way for submission to the Urban Planning Commission of the Barcelona Metropolitan Area (CU-AMB) for final authorisation. This step is essential before tendering the executive project and beginning construction.
