The future Roca City economic and residential district, spanning the municipalities of Gavà and Viladecans, is expected to be fully developed by 2038, according to a document published in the Diari Oficial de la Generalitat de Catalunya (DOGC).

This timeline follows the definitive approval by the Territorial Commission of Urban Planning for the metropolitan area of the modification to the Metropolitan General Plan (PGM), which was finalised on 9th September 2026. The planning framework now sets an eight-year execution period for Gavà and twelve years for Viladecans, beginning from the date of publication in the DOGC.

Urbanisation works are expected to begin in 2028, as local administrations and Roca continue working on land redistribution and development plans. The project, one of the largest in the Llobregat delta, is projected to cost €250 million. Of this, €100 million will fund the modernisation and expansion of Roca’s industrial operations, including the complete reconstruction of its factories to a highly advanced standard.

Another €150 million will cover land redevelopment, relocation of affected residents, and compensation for existing land uses. This sum will be managed by a Compensation Board comprising Roca and public administrations, with Roca responsible for 88% of the approximately 32 hectares involved.

Nearly 3,000 new homes planned

The approved PGM modification establishes a new urban framework regulating residential, industrial, and tertiary uses, public spaces, and development conditions. It allows for 2,731 new homes, 1,100 more than the 2017 proposal, bringing the total buildable residential area to 220,615 square metres.

  • 1,470 free-market apartments
  • 631 protected homes for sale
  • 630 protected homes for rent

The project will also include green corridors and office buildings, forming a mixed-use neighbourhood with improved connectivity to both municipalities. Roca also plans to relocate its corporate headquarters from Avinguda Diagonal in Barcelona to Gavà as the development progresses.

Phased development timeline

Development in Gavà is scheduled to conclude by September 2034, while work in Viladecans, where the majority of the residential and economic transformation will occur, will extend to 2038. These dates reflect the full timeline for urban management, land urbanisation, and construction, though completion is not guaranteed on exact dates.
