The Catalan Government plans a significant investment of 1.586 billion euros in the Barcelona region for 2026. This marks a 45% increase compared to the 2023 budgets. This substantial financial commitment aims to boost public services and infrastructure across the veguería barcelonesa, which encompasses Barcelona city and its surrounding comarcas.
The majority of this funding, 1.401 billion euros, constitutes "real investments." These funds will directly finance projects managed by the Generalitat and its public sector. The remaining 99.7 million euros are primarily capital transfers. Some investments will extend beyond 2026. Multi-year obligations could potentially raise the total economic outlay to 2.369 billion euros by 2029.
Pilar Díaz, the Delegate of the Catalan Government in Barcelona, stated these budgets "protect citizens." She highlighted that "three of every four euros are invested in policies that directly impact the population." These areas include health, safety, culture, and sports, among others, according to L9 Metro extension. Díaz also emphasised the "extraordinary effort of the Government to stand by local councils." She noted that the Delegation visited "all municipalities of the veguería," conducting "active listening" to understand local needs.
Major Infrastructure and Water Projects
The Generalitat prioritises railway infrastructure investment. It allocates 309.5 million euros to this sector. Key projects include the extension of Barcelona Metro Line 9 (L9), receiving 108.4 million euros. This long-awaited extension will improve connectivity across the city and its metropolitan area. It significantly benefits daily commuters and airport access. Additionally, the extension of the Ferrocarrils de la Generalitat de Catalunya (FGC) Llobregat-Anoia line will receive 101.3 million euros, according to Cerdanyola chip production centre. This project enhances regional rail links for residents in the Baix Llobregat and Anoia comarcas.
Investment in water cycle management has also increased since 2023. The government will act on various facilities. The Ter Potable Water Treatment Plant (ETAP) is the main investment, receiving 72 million euros. This ensures a reliable and clean water supply for a large part of the Barcelona region. These critical investments address both current and future demands for essential public services.
Enhancing Education and Healthcare Facilities
The education sector will see new school constructions and improvement works. Notable projects include the building of Sentmenat school, receiving 5.4 million euros. The Paco Candel school in L'Hospitalet will get 3.2 million euros. New institutes in Vallcarca will receive 3.3 million euros. Furthermore, the Generalitat plans an expansion of the institute-school in Sant Cugat del Vallès, allocating 3.7 million euros. These projects aim to modernise and expand educational capacity for thousands of students across the region.
The Generalitat will also dedicate 186.2 million euros to improving healthcare facilities. Major hospitals in Barcelona and its metropolitan area will benefit. Hospital de Sant Pau will receive 15.2 million euros. Hospital Clínic will get 23.9 million euros. Hospital de Terrassa, a key facility in the Vallès Occidental comarca, will receive 5.9 million euros. These funds will upgrade infrastructure and services, enhancing patient care for residents.
Sports, Culture, and Regional Development
The 2026 budgets also allocate 76.6 million euros for the construction of a new multi-purpose sports pavilion in Poble-sec. This facility will be located within the Gran Via fairgrounds, a significant exhibition and event space in Barcelona. Another 25 million euros will go towards remodelling the Fira de Montjuïc, a historic exhibition centre. These investments aim to boost the city's capacity for sports events and cultural activities, attracting both local and international visitors.
The Barcelonès comarca, which includes Barcelona city, will receive the largest share of investment within the Barcelona region. It totals 866.5 million euros in 2026. This includes 10.9 million euros for a new ambulatory building at Vall d'Hebron, a major hospital complex. Additionally, 16.4 million euros are earmarked for housing transfers to families. The Vallès Occidental comarca will receive 283.7 million euros. This includes 30.8 million euros for a technological centre for chip production in Cerdanyola. It also includes 27.4 million euros for the urbanisation of the Parc de l'Alba sector.
The Baix Llobregat comarca will see 216.4 million euros in planned investments. This includes 25.1 million euros for railway material for the FGC Airport line at El Prat. A 17.3 million euro subsidy will support Seat's Future Fast Forward electrification project. The construction of new primary care centres (CAPs) in Sant Boi (3.6 million euros), Gavà (3.5 million euros), and Castelldefels (3.1 million euros) also forms part of this regional investment.
These substantial investments show the Catalan Government's commitment to improving the quality of life for residents across the Barcelona region. The planned projects address critical needs in transport, health, education, and urban development. They aim to strengthen the region's infrastructure and public services for years to come.
