Expanded Temporary Housing Agreement
The Municipal Institute of Urbanism of Barcelona (IMU) will manage 30 additional temporary flats in the Trinitat Nova neighbourhood to rehouse residents affected by urban regeneration works, as well as those requiring urgent relocation due to structural faults in their buildings. The flats, located in stairwells F and G of Building E on Carrer Aiguablava (72–74), are owned by the Municipal Institute of Housing and Rehabilitation (IMHAB). The IMU will administer them for an initial four-year period, extendable by another four years. This expansion follows a second addendum to the collaboration agreement between IMHAB and IMU, formalised in September 2026, which increases the total number of temporary housing units available under the scheme to 56.
Wider Access and Longer Stays
Under the updated agreement, the flats are no longer restricted to relocations linked to projects funded by the EU’s Next Generation funds. They can now be used for any urban regeneration action, regardless of funding source. Additionally, no distinction will be made between buildings rehabilitated by the IMU and those renovated by owner communities. A key change allows for longer, indeterminate stays when structural inspections during regeneration reveal serious building pathologies requiring immediate evacuation. Previously, temporary housing was limited to stays of two to four months, aligned with typical renovation timelines.
- Initial agreement signed in 2022: 2 flats on Carrer de Provençals
- First addendum in 2025: 24 flats in La Clota, Torre Baró, Ciutat Meridiana, and Provençals de Poblenou
- Second addendum (September 2026): 30 flats in Trinitat Nova
All 30 flats are vacant and in good habitable condition, according to IMHAB.
Financial and Management Terms
The IMU will pay IMHAB an annual sum of €254,731 for the management of the Trinitat Nova flats. It will also cover common service costs and insurance. The IMU must return the flats in the same condition as received and repair any damage. If serious damage occurs due to negligence or intentional acts by occupants, repair costs will be passed on to them, as stipulated in the agreement. These measures support regeneration efforts in Canyelles, Can Peguera, Trinitat Vella, Besòs i el Maresme, La Pau, and the Jardins de Massana area in Congrés i els Indians.
