Residents of four public rental housing blocks managed by Promusa have declared themselves in struggle to demand action from the Sant Cugat City Council, as reported by TOT Sant Cugat. Organised through the Tenants’ Union, those living at Mar de la Xina, Avinguda de la Clota, Plaça dels Rabassaires, and Passeig del Baixador cite ongoing failures in maintenance, energy billing, and management transparency.

In a statement released on Wednesday 28th October, residents said that "practically all announced actions remain pending" despite commitments made earlier this year. They reported accumulating problems and worsening living conditions, with no response to formal demands submitted to Housing Councillor Francesc Duch (ERC) on 28th July.

Their demands include a scheduled maintenance and improvement plan with a budget, access to technical reports, better incident tracking, and fairer energy billing. They are also calling for an urgent meeting with political leaders and binding commitments with clear deadlines.

Council Admits Delays, Promises Updates

Bernat Picornell (ERC), Deputy Mayor for Rights, acknowledged delays but said the council is working on a new energy management model to recalculate heating costs and prevent unfair charges. Maintenance reviews are underway, and improvement works in common areas have begun.

Residents aim to expand coordination with other public housing developments in Sant Cugat. They warn mobilisation will continue until responsibilities are met and housing quality is guaranteed for current and future tenants.
