The municipal group of the People's Party has formally requested that L'Hospitalet City Council activate its contingency fund to assist families and businesses affected by recent heavy rainfall and flooding. Sonia Esplugas, the group's spokesperson, visited a severely damaged residential building at Campoamor Street number 23, where rehabilitation work is still ongoing.
Esplugas urged the council to implement direct financial aid and establish a dedicated telephone helpline for affected citizens. She cited the existence of a nearly €4 million contingency fund reserved for unforeseen emergencies, stating it should be used to support households, shopkeepers, and operators of kiosks and market stalls.
There is a contingency fund of almost 4 million euros set aside for unforeseen situations like this. To help our families, our shopkeepers, and this also includes kiosks and market stalls.
She called for concrete measures, including direct payments and an accessible public helpline managed by the local administration to guide citizens through recovery procedures. The PP representative also criticised the management of the city's sewage system under councillor David Quirós, highlighting a significant shortfall in investment. While the 2025 budget allocated over €400,000 for drainage infrastructure, she stated only €2,000 was spent.
Separately, municipal sources confirmed a coordination meeting took place on Sunday 11 October 2026 between the Generalitat, the Provincial Councils of Barcelona, Girona, and Tarragona, and affected local councils. The meeting agreed to promote urgent response measures and support for recovery. A joint aid package of €25 million has been established, expandable if necessary, to assist both councils and affected economic sectors, including businesses and self-employed individuals.
The exact allocation framework for this funding will be determined in the coming days. Residents and business owners in flood-affected areas are advised to monitor official council communications for eligibility criteria and application procedures via the L'Hospitalet Digital portal.
