The Generalitat will open three new Citizen Service Offices (OAC) in Sabadell, Santa Coloma de Gramenet, and Esplugues de Llobregat between 2027 and 2028, expanding its integrated public service network across the Barcelona metropolitan region. The offices will serve nearly 400,000 residents, offering a single point of access to procedures from multiple regional departments.

Albert Dalmau, Minister of the Presidency, said the move is part of an administrative reform to bring the Generalitat closer to citizens. 'This legislature, we started with offices to integrate Generalitat procedures into a single space. Now we want to take another step in an area of 400,000 people, that of Sabadell, Esplugues, and Santa Coloma, with offices that will open between 2027 and 2028.'

Sabadell Office Opens Early 2027

The new OAC in Sabadell will be located at Carrer de Gràcia, 17, within a building also housing education and agriculture services. It will have a 415-square-metre citizen area and employ 12 information and processing staff. The office is expected to become operational in early 2027.

Santa Coloma and Esplugues to Follow

The Santa Coloma de Gramenet office is scheduled to open in the late first quarter of 2028. With around 170 square metres of space and seven professionals, it will strengthen the Generalitat’s presence in Barcelonès Nord.

In Esplugues de Llobregat, the new OAC will launch during the third quarter of 2028. Located in the Molí building on Avinguda Verge de la Mercè, it will share space with the City Council. The Generalitat’s section will cover approximately 240 square metres and employ seven staff, working alongside six municipal officers to improve inter-administration coordination.

One-Stop Public Services

These integrated offices allow citizens to register documents, obtain digital certificates, process departmental files, receive information, and get support with electronic procedures, all under one roof. They are part of a broader strategy to decentralise administration and simplify access to public services.

The expansion brings the total number of OACs to 14 by the end of the current legislative term. This includes recent openings in La Seu d'Urgell and a temporary office in Barcelona’s Eixample district at Gran Via de les Corts Catalanes, 641, which opened in early 2026. That provisional site covers 264 square metres and has 10 staff.

The integrated offices consolidate the services of different Generalitat departments and agencies into a single space, so that citizens can carry out their procedures, obtain information, and receive personalized assistance at a 'single window'.

Future Network Expansion

Further offices are planned during this legislature in Vilafranca del Penedès, Puigcerdà, Lleida, Tremp, and Barcelona’s Ciutat Vella district. In the next term, definitive offices will open in Eixample, Tremp, and Lleida.

Existing OACs operate in Girona, Tortosa (Terres de l’Ebre), and Manresa (Central Catalonia). The Generalitat has also launched five mobile citizen service offices to reach remote areas, supported by a total investment of approximately €13 million across all initiatives.
