Residents Challenge City’s Glòries Agreement

The neighbourhood associations of Clot-Camp de l'Arpa, Poblenou, Fort Pienc, and Sagrada Família, united under Compromís per Glòries (CxG), are demanding that Barcelona City Council annul a recently signed urban planning protocol with the Consorci de la Zona Franca de Barcelona (CZFB). The agreement concerns the Sòcol-Ona plot, located between Gran Via, Carrer de Granada, and Diagonal, now branded as the "Torre Pública Glòries" project. Residents say they learned of the deal through media reports, not through formal channels, and that it bypasses years of participatory planning.

Violation of Past Agreements Alleged

The groups argue the protocol contradicts earlier commitments made under the Compromís per Glòries, a framework established in 2007 to ensure community involvement in urban transformation around Plaça de les Glòries. According to documents obtained on 15 July 2026, the proposed development alters plans for public facilities, including an integrated vocational training centre (CIFP), municipal office space, and maximum building volumes. The associations object strongly to any commercial use of land previously designated for public services. On 15 September 2026, the groups submitted formal questions and demands to the City Council. As of 14 October 2026, they report no official response.

Call for Renewed Participation

Associations criticise the weakening of participatory processes in recent years. They demand the current protocol be withdrawn and replaced with a transparent negotiation process, supported by full documentation, within the Compromís per Glòries working groups. They also question recent municipal announcements about new facilities in the area, stating these have not been properly discussed with residents.

We have a model of urban transformation based on consensus. This agreement undermines it.

Public Assembly Scheduled

With no reply from the council, the associations have scheduled an informational assembly for Tuesday 1 December 2026 at 7 p.m. at La Farinera del Clot. The meeting aims to inform residents, share documentation, and decide on collective action to protect public facilities and participatory planning. Residents from all Glòries-area neighbourhoods are invited to attend.

Background in Official Records

City Council meeting records from June 2021, November 2021, and January 2022 confirm ongoing discussions within the Compromís per Glòries framework about urban development, public space, and transport infrastructure in the Glòries area. These documents reflect a commitment to resident participation and phased implementation of public works. The current dispute centres on whether the new protocol adheres to those principles.
