Opposition Groups Trigger Emergency Session

The municipal political groups Junts, Barcelona en Comú (BComú) and Esquerra Republicana de Catalunya (ERC) have formally requested an extraordinary plenary session at Barcelona City Council to address the prolonged labour dispute affecting municipal libraries. As the three parties collectively hold 25 of the 41 seats on the council, Mayor Jaume Collboni is legally required to convene the session within 15 days, according to procedures following the 2023 Barcelona municipal election results.


Months-Long Dispute Remains Unresolved

In a joint press release, the groups accused the socialist-led executive of making no visible effort to resume dialogue with the workers’ committee representing striking librarians. They stated the conflict has been stalled for months. The indefinite strike, which has disrupted library services across the city, began several months ago and has seen public demonstrations, including during the recent Mercè festival procession and the Festa Major opening speech.

The extraordinary plenary will serve to debate and vote on a shared proposal: to formally record the Collboni government’s lack of willingness to negotiate, urge the mayor to urgently convene a dialogue table, and demand that the executive resolve the labour conflict through mediation.

The push underscores growing pressure on the administration to engage directly with union representatives and end the stalemate affecting public access to library resources and staff working conditions.
