1,529 Homes Across 58 Municipalities

Barcelona, Friday 6th November 2026, President of the Generalitat Salvador Illa has signed collaboration agreements with 58 Catalan municipalities to deliver 1,529 public and affordable homes on small plots of land. The agreements, formalised at the Palau de la Generalitat this morning, mark the second major step in the government’s Plan 50,000, which aims to deliver 50,000 protected homes by 2030. The homes will be built on 91 plots registered in the public land reserve, most of which are too small or technically complex for individual councils to develop. Under the agreements, the Generalitat will take responsibility for tendering the construction contracts through the Catalan Housing Agency (Agència de l’Habitatge de Catalunya).

Expanding the 50,000 Plan

This signing follows an earlier agreement in March 2026, when 31 municipalities committed 566 homes under the first call for plots. The current agreements finalise the 2025 land call, and the Generalitat has already begun evaluating over 300 new plots submitted in a second call. Among the participating towns are Mataró, Granollers, Vic, Reus, Tàrrega, Puigcerdà, and Sant Feliu de Guíxols. Mayors from Cambrils, Esparreguera, and La Seu d’Urgell were among those present at the signing.

We want to advance in the creation of new opportunities for social and affordable housing so that people living in our towns can continue to develop their life projects and do not have to leave.

Land Transfer and Developer Selection

The agreements involve the transfer of surface rights to the Generalitat for 75 years. Once a developer submits an initial bid, a one-month window opens for others to compete. The Catalan Housing Agency will manage the tender process and ensure compliance with affordability rules, while councils retain responsibility for allocating the finished homes. This model was recently used in Calonge i Sant Antoni, where two plots on Gavina Street will host 66 protected homes under the same framework (eb.gencat.cat).

Call for Builders and Banks

President Illa urged construction firms and financial institutions to support the housing push, referencing the public bailout of banks during the 2008 crisis. He said the sector has a duty to finance homebuilding responsibly: "We want to help you, but provide financing to build homes, which is what the country needs." He also encouraged councils to engage local small builders, not just large developers. Alba Barnuesell, mayor of Granollers and spokesperson for the mayors, said the agreements answer an urgent need. "When we build housing and affordable housing, we are also building municipalities with more of a future," she said, highlighting housing as key to social cohesion and demographic stability.
