Regional Plan to Expand Clean Energy
The Government of Catalonia, through the Catalan Energy Institute (ICAEN), is advancing its Sectoral Territorial Plan for the Implementation of Renewable Energies (PLATER). This framework sets objective criteria to identify the most suitable areas for wind farms, photovoltaic plants, power evacuation infrastructure, and energy storage systems across the region. PLATER aims to ensure a balanced rollout of renewable energy projects, supporting Catalonia’s long-term energy transition goals toward 2050. It is designed to regulate the growth of renewable installations while integrating energy, environmental, and land-use considerations.
Fair Distribution Across Municipalities
The plan establishes targets for municipalities, counties, and vegueries, administrative regions in Catalonia, so each contributes proportionally to the decarbonisation of the regional energy system. This approach supports a fair and coordinated shift toward climate neutrality.
PLATER is a key tool to strengthen energy sovereignty and ensure that the energy transition is both sustainable and territorially balanced.
The initiative forms part of Catalonia’s broader strategy to rely on indigenous renewable sources and reduce dependence on external energy supplies. A public consultation phase preceded the plan’s development, with input gathered via the Generalitat’s participa.gencat.cat platform.
