On Wednesday 4th November 2026, the Associacions Federades de Famílies d'Alumnes de Catalunya (Affac) proposed using unpaid school activity fees as a form of pressure on the Catalan government, after stating that boycotts of school trips and summer camps have had no effect. According to Europapress, Affac director Lidón Gasull told a press conference that the regional Education Department has not responded to such actions and that financial measures may be more effective.

Gasull argued that since schools routinely collect fees from families, withholding those payments could prompt action from the Conselleria de Educación, part of the Generalitat. She stressed that educational outings and summer camps have proven pedagogical value and should not be left to the discretion of individual schools or staff.

Affac president Jordi de Carreras said pressure measures should target the administration directly and not impact students' rights. He called for a legal framework to guarantee school-organised activities and for the government to assume full responsibility for education funding.

Report Findings on Public Education

  • 74% of 14,312 reduced early childhood education (I3) places between 2021–2022 and 2026–2027 were in public centres.
  • 96.4% of state-subsidised (concerted) schools retained their units during renewal.
  • The inclusive school decree, approved nine years ago, remains only partially implemented.

Affac is calling for a binding agreement on public education with clear timelines and monitoring, urging the Generalitat to move from diagnosis to decision-making.
