Advance Payments Ease Financial Pressure

The Barcelona City Council has consolidated the advance payment of nearly €21 million in annual subsidies, with over 90% distributed before the end of August for the third consecutive year. This marks a significant improvement from the previous decade's average of less than 50% paid by the same date, according to official data published on 3 October 2026. Beneficiary entities and associations no longer need to cover full project costs upfront, reducing financial strain and ensuring activities can proceed without treasury delays. The change is attributed to the Barcelona Fàcil Plan, a municipal strategy launched in late 2024 to simplify administrative procedures and accelerate public service delivery.

The Barcelona Fàcil Plan demonstrates that administrative simplification is not an abstract issue, but a policy that has direct effects on the lives of entities, and these results are evidence of that. We are transforming the way we interact with citizens: we simplify procedures, reduce deadlines, and ensure resources arrive sooner.

Record Applications and Improved Management

The General Call for Subsidies 2026 received 6,425 applications, a 5% increase from the previous year. Of these, 61% were city-wide and 39% district-level, with 24% of applicants being first-time applicants. Despite the rise in submissions, there have been no delays in processing or payment thanks to digital improvements and administrative streamlining. Since 2020, applications have been submitted online, with 85% arriving in the final week of the submission window. The council has also renewed its dedicated municipal website, enhancing information classification and offering support guides and informative sessions.

  • 46% of applicants submitted more than one project
  • 91% of applications requested less than half of total project funding
  • A new €150,000 budget line has been introduced for Catalan language promotion

These funds support initiatives that strengthen social cohesion, inclusion, coexistence, and climate action. The Barcelona Fàcil Plan continues to improve response times and accessibility in civic administration, as confirmed on the official city portal.
