Unified emergency response for Barcelona
Barcelona will launch its new Central Operational and Emergency Coordination Centre (CECOR) by the end of 2028, bringing together all major emergency services under one roof for the first time. The facility will be located in the Llac building at the Tres Xemeneies site on Avinguda del Paral·lel, 51–53, in Poble-sec. The CECOR will house the Guardia Urbana, Mossos d'Esquadra, Barcelona Fire Brigade, Sistema d'Emergències Mèdiques (SEM), Protecció Civil and the Centre for Social Emergencies and Urgencies (CUESB), currently based in separate locations across the city.
€36.6 million investment and urban renewal
The project, with a total budget of €36.6 million, includes not only the construction and adaptation of the new centre but also the coordinated renovation of adjacent gardens. Work is scheduled to begin in early 2027, according to the Barcelona City Council’s Strategic Action Plan. The move aims to streamline communication and coordination between services responding to incidents reported via the national emergency number 112. The new facility will feature advanced technological infrastructure, including crisis simulation tables and real-time monitoring systems for weather events such as heavy rain, snow and high winds.
The new operational coordination centre will improve integration and response among bodies linked to the 112 service.
The project forms part of a wider urban regeneration effort in the Poble-sec area, following a 2023 city council green light for the redevelopment of the Tres Xemeneies site.
What's next for residents
Residents can expect improved emergency response coordination once the CECOR becomes operational. The current operational centre on Carrer de Lleida will be decommissioned when the new facility opens.
