Audiovisual Satire Targets Health Ministry
The Barcelona Restaurant Guild released a satirical audiovisual piece on Thursday 5th November 2026, criticising the former Health Ministry's proposal to ban smoking on bar and restaurant terraces. The initiative, championed by Minister Mónica García, has been suspended following the dissolution of Spain's Parliament ahead of a snap general election on Sunday 29th November. The satirical film, set in a dystopian scenario, depicts state inspectors using extensive public resources to pursue individuals smoking on outdoor seating areas, while pressing healthcare issues like hospital overcrowding and growing waiting lists remain unaddressed.
Restaurateurs Resist Enforcement Role
Actors Cristina Plazas and Pep Sais portray ministry inspectors targeting a customer, played by David Solans, who attempts to smoke at an outdoor table. Roger Pallarols, director of the Restaurant Guild, said the video reflects an "absurd Big Brother" model that would force restaurateurs to act as law enforcement agents against their own patrons. "The ministry intends for restaurateurs to be police officers," Pallarols stated, criticising the prioritisation of outdoor smoke restrictions when indoor areas are already fully protected under current law.
Hospitality Sector Calls for Civil Coexistence
The guild maintains that the debate over smoking on terraces should not distract from deeper problems in the public healthcare system, including chronic emergency department saturation and staff dissatisfaction. According to a 2021 survey conducted by the guild, 70% of non-smoking patrons opposed tightening regulations on outdoor seating. Pallarols emphasised that "the urban environment cannot be shaped solely by individual preferences" and called for mutual generosity as the foundation of civic life.
This absurd Big Brother was the model the minister intended to deploy, furthermore forcing restaurateurs to act as law enforcement agents against their own clientele.
The association also criticised broader governmental intervention in personal choices, referencing past attempts to restrict the sale of infant formula to promote breastfeeding. It warned that such measures occur as more citizens turn to private healthcare due to the degradation of public services.
Legislative Uncertainty After Snap Election
The proposed smoking ban, which would have extended restrictions to terraces, beaches, public pools, and outdoor events, was still under amendment in the Health Committee when Parliament was dissolved. Under Spanish legislative procedure, all unfinished bills fall when Congress is dissolved, meaning any future government must reintroduce the measure. For now, existing rules remain unchanged. The ban on smoking indoors at hospitality venues continues to apply, but outdoor areas are not subject to the proposed restrictions.
