New Date Set for 5 November
The Barcelona City Council will hold its monthly plenary session on Thursday 5th November 2026, after officially postponing the meeting originally scheduled for Friday 30th October. The decision follows the Generalitat's declaration of three days of official mourning across Catalonia in response to the fatal railway accident in Toledo. The mourning period, declared by President Salvador Illa, runs from 29th October to Saturday 31st October 2026. Municipal sources confirmed that Mayor Jaume Collboni has instructed the municipal secretary to reschedule the session after consulting with political groups during Thursday’s Spokespersons’ Board meeting.
Opposition Pushes for Full Postponement
Initially, the executive proposed holding the session with only administrative matters on the agenda. However, opposition parties, BComú, Junts, ERC, and PP, jointly opposed the move, arguing it would be inappropriate during a period of mourning. They also raised concerns that cancelling the session without rescheduling would leave opposition groups unable to present proposals for two consecutive months, due to restrictions during the upcoming electoral campaign in November. BComú stated that if the October plenary had been cancelled without a new date, opposition groups would have been blocked from legislative input for 60 days. The council ultimately agreed to postpone the full session to 5th November.
In relation to the Municipal Council plenary session, scheduled for Friday, October 30, and given the application of the mourning decree for the railway accident in Toledo, the mayor has conveyed to the municipal secretary the decision to move the plenary session to next Friday, November 6, at 4:30 PM.
Despite the change, opposition parties reported they were not formally notified by the municipal government. They learned of the postponement through media reports, not official channels, a lack of communication they have publicly criticised.
Session Timing Adjusted
While early reports indicated a possible date of 6th November, official municipal sources have confirmed the rescheduled plenary will take place on Thursday 5th November 2026. The meeting will begin at 16:30 and will include all pending political and administrative matters previously intended for the October session.
