Barcelona City Council has opened a fourth municipal support centre for migrants in the Sants-Montjuïc district. From this morning, the new facility at Miquel Bleach, 24, helps residents obtain vulnerability reports and residency certificates, streamlining the extraordinary regularisation process.

The Miquel Bleach centre, located in a former school building, offers up to 19 simultaneous appointments. It operates Monday to Friday, from 08:30 to 14:30. The Ajuntament will consider extending these hours and increasing staff numbers.

This new centre joins three existing municipal facilities providing full support to individuals seeking regularisation. This expansion addresses the significant demand for assistance with legal residency.

Streamlining Residency Certificates

The council has also started a fast-track system to send residency certificates directly to approximately 93,000 non-EU citizens. These individuals were registered on the city's padró as of 31st December 2025 and remain residents, but lack a NIE on their registration.

The Ajuntament will send these certificates via personal email, using a secure download system, where an email address is available. Those without a registered email will receive their certificate by post. These communications will explain, in Catalan, Spanish, English, and French, that the certificate helps with the extraordinary regularisation process.

This initiative significantly simplifies a key administrative hurdle for many. It helps ensure that eligible residents can access the necessary documents without unnecessary delays. Additionally, the city maintains several other ways to obtain residency certificates for various needs.

New Facility Details and Accessibility

The Miquel Bleach centre underwent renovation to create dedicated service areas in former classrooms. It also features a large waiting room in one of the central courtyards, accommodating about 70 people with chairs and shade. The facility includes bathrooms and a cooling system with refrigeration points.

Access to this new service, like other full support points, uses a ticket system. Staff distribute tickets in the queue for same-day or future appointments. Reinforcement staff and civic agents manage queues and provide information, ensuring an orderly process.

The city's cleaning services have increased operations in areas around these support points. This includes more intensive public space cleaning, emptying bins, cleaning toilets, and increasing sweeping and hosing of the surrounding environment. These measures aim to improve waiting conditions for those seeking services.

Broader Support Network

Through the Pla de Barris (Neighbourhood Plan), the Ajuntament has set up eight in-person information points in municipal facilities and civic centres. These are located in neighbourhoods across Ciutat Vella, Horta-Guinardó, Sant Martí, Sant Andreu, and Nou Barris districts.

These points offer 34 weekly informative sessions, with rotating professional teams conducting multiple simultaneous sessions in both morning and afternoon slots. This broad network ensures that residents across Barcelona can access guidance and support close to home.
