City Council to Finalise Plan Next Week
The Badalona City Council will consider the final approval of a long-stalled urban development plan at its plenary session on Monday, 5 October 2026. The proposal, which modifies the Metropolitan General Plan (PGM) for the Can Colomer area, is expected to pass with support from the ruling PP and PSC groups. This follows the council’s earlier verification of the revised text for the PGM modification, a step formally adopted on 3 November 2025. The move clears the way for the construction of 772 new homes across the city, ending a 16-year deadlock.
Protecting Can Colomer, Building Elsewhere
Under the agreement, only 130 of the 772 homes will be built in the Can Colomer area, near the Serralada de Marina hills. The remaining 642 homes will be relocated to urban plots in Pomar, Montigalà, and border areas between Pomar and Morera, Morera and Bufalà, and Can Claris and Raval. The plan protects Can Colomer for its landscape value, preserving the area above the B-20 road. The developer, who previously held rights to build around 400 homes entirely in Can Colomer, will instead transfer building rights to other parts of the city in exchange for approval.

Boost for Affordable Housing
Of the 772 homes, 323 will be officially protected housing, half for sale and half for rent, with 120 of these units to be transferred to the municipality. This marks a significant shift for Badalona, which had seen no new public housing developments for nearly two decades. Mayor Xavier Garcia Albiol described the project as "complete", noting it balances urban growth with environmental protection. He stressed the priority of helping middle-class and low-income families struggling to access the housing market.
After two decades without new public housing developments, the current projects represent a significant change.
The approval is expected to accelerate land availability and enable future public housing construction in Badalona, a city with limited available space for development.
