Montgat and Tiana are set to form the northern gateway to the Barcelona metropolitan area under the proposed Metropolitan Urban Master Plan (PDUM), which envisages three metropolitan avenues converging in the two municipalities.

For residents, the proposal places the towns within a planned network intended to bring public transport routes and walking and personal-mobility links closer to homes and workplaces. The plan is still at the initial-approval stage, rather than an approved construction project.

The Metropolitan Council of the Àrea Metropolitana de Barcelona (AMB), the authority covering 36 municipalities, gave the PDUM its second initial approval on 10 February 2026. The decision was published in Spain’s Official State Gazette on 4 March.

“The PDUM is the instrument that makes it possible to guide metropolitan territorial development,” the AMB says of the plan, which has a target horizon of 2050.

A 240-kilometre network of metropolitan avenues

Metropolitan avenues are one of the PDUM’s priorities. The proposal outlines 240 kilometres of these routes, alongside a wider network designed to link public transport with active travel.

  • 735 km of structural streets;
  • 140 km of connecting routes; and
  • almost 1,000 km of green corridors.

According to the plan’s objectives, the network would place 50% of residential land and 58.2% of industrial land within 500 metres of public transport routes and active-mobility paths for walking or personal mobility vehicles. The proposal identifies the Montgat and Tiana area as the point where three of the metropolitan avenues would meet.

Second approval follows 5,184 submissions

The PDUM was first initially approved on 21 March 2023. During the ensuing public-information period, the AMB received 5,184 objections and reports, gathered in 528 documents, from public authorities, organisations and individuals.

According to the AMB, the scale of the changes required a second initial approval. The revised document is intended to be more strategic and flexible, clearer in its proposals and more legally secure within urban-planning and sectoral legislation.

The official notice states that the Metropolitan Council also suspended the processing of certain detailed planning instruments and licences in affected PDUM areas for two years, subject to the exceptions set out in the applicable planning regulations.

Residents of Montgat and Tiana can consult the plan’s documents, mapping and regulations through the AMB’s PDUM information service. The AMB says appointments are available through its PDUM office, and objections to the second initial approval can be submitted through the authority’s electronic office during the public-information period.
