Government Moves Forward on Major Urban Project

The Territory Commission of the Generalitat de Catalunya approved on Wednesday the initial processing of the Porta Diagonal-Campus Clínic urban development plan (PDU), marking a formal step toward the creation of the new Hospital Clínic and the reorganisation of university health sciences facilities. This development will establish a new hub for medicine, research, and training, with the potential to become a leader in Southern Europe, according to Sílvia Paneque, Minister of Territory. The project spans 695,230 square metres and affects three municipalities: Barcelona, l'Hospitalet de Llobregat, and Esplugues de Llobregat. It forms part of the broader Campus Clínic-Universitat de Barcelona, expected to be completed by 2035.

Public Participation Process Begins

Before the PDU receives final approval, expected in the first half of 2027, a public information and consultation process will take place. The Generalitat has approved a citizen participation programme running until the end of 2026. Consultations with the Barcelona Metropolitan Area (AMB) and the three affected councils were scheduled for September. In October, a digital information session will launch the phase for citizens and associations.

A dedicated session on sports uses will also be held. A final feedback meeting in December will present a report on public contributions.

What the Development Includes

The Campus Clínic-Universitat de Barcelona will house the new Hospital Clínic and the new Faculty of Medicine. The Faculty of Pharmacy will relocate to Esplugues de Llobregat. The project includes:

  • 1,125 new homes (50% public housing)
  • 325 public homes in Barcelona
  • 800 public homes in l'Hospitalet de Llobregat
  • Three new green spaces connecting the municipalities
  • Redesign of key road junctions

The new Clínic will serve as a reference hospital for residents in the northern area of l'Hospitalet.

The future Clínic-UB Health Campus takes shape with the approval of the urban development framework and the new Faculty of Pharmacy and Food Sciences in Esplugues.

The planned investment for the Campus Clínic-Universitat de Barcelona is 1.7 billion euros. Additional urban operations outside the core campus will have separate budgets.
