Barcelona’s Junts municipal group has asked Mayor Jaume Collboni not to appeal the annulment of the 2022 urban planning change for parts of Gràcia. The party says the city should instead start drafting a new plan based on consensus.
The request concerns the modification of the General Metropolitan Plan for Gràcia. The plan, approved in 2022, set rules for development in the district, and its annulment means those changes are no longer valid.
Junts says a fresh process would help avoid more legal disputes and give residents and businesses more certainty. The group is calling for broad agreement before any new planning move is made.
Gràcia is one of Barcelona’s best-known districts, with a strong local identity and dense streets that make planning decisions especially sensitive. Changes to the PGM can affect building heights, land use and public works across the city.
The issue now sits with Collboni’s administration, which must decide whether to continue with the appeals or follow Junts’ request. The outcome will shape the next stage of planning in Gràcia and test how far the city can build political agreement on urban change.
