More than 80,000 planned homes across Spain are stalled due to insufficient electrical grid capacity, according to an analysis by BBVA Research. The report identifies the power network as a major bottleneck in residential development, with upgrades in large urban projects taking between five and eight years to complete.
The issue particularly affects high-growth regions such as Barcelona, Lleida, Madrid, Valencia, Alicante, Seville, Málaga and Murcia. In many of these areas, available electricity does not align with zones of highest residential demand. For example, while Madrid has land for 126,000 homes over five years, its current firm electrical capacity would only support around 40,000 units, far below the region’s estimated deficit of 110,000 homes.
Grid Saturation Limits Housing Growth
BBVA Research highlights that 88% of distribution nodes in Spain’s electricity network have less than one megawatt of firm capacity, severely limiting new connections. This saturation stems from renewable energy generation outpacing grid transport capabilities, rising electrification in homes, industry, transport and data centres, and lagging infrastructure investment.
In Valencia, large-scale developments aim to build 20,000 homes, yet existing capacity could only serve about 35,000 households under standard consumption assumptions, still short of the province’s 60,000-home deficit between 2021 and 2025. Similar mismatches exist in Seville, where only three districts have available capacity, and in Murcia, where the provincial capital lacks effective supply.
The challenge isn't just investing more, it's investing earlier and where it's most needed.
Catalonia’s Relative Advantage
Despite delays in Barcelona and Lleida, Catalonia overall has stronger electrical infrastructure than the national average. As a major urban and industrial hub, it benefits from nuclear plants at Ascó and Vandellòs, renewable generation, and interconnection with France. These assets reinforce its transmission network.
Even so, the region faces a housing deficit of around 130,000 units. Current energy availability could support over a million new homes, suggesting that policy and planning, not just infrastructure, are key constraints.
Nationwide, electricity demand could rise by up to 45% by 2030. Since 2026, housing has been classified as a strategic project for grid access, on par with industrial developments. Yet grid expansion has not kept pace with renewable deployment or urban growth.
BBVA Research calls for faster investment in electrical networks, better coordination between urban and energy planning, removal of bottlenecks in capacity allocation, and expanded energy storage to maximise existing infrastructure.
