64,438 Signatures Verified for Early Years Education Reform
The Control Commission for Popular Legislative Initiatives (ILP) has validated 64,438 signatures in support of a proposal to reform early childhood education for children aged zero to three, surpassing the 50,000 required under Catalan law. The count was completed on Monday 26th October 2026 at the Palau del Parlament. Under the rules of the Catalan Parliament, the Control Commission now has 15 working days to notify the Bureau (Mesa) of the result. Once notified, the Plenary Session must hold a general debate on the initiative within four months. The proposal calls for amendments to several articles of Law 12/2009 on education, aiming to give greater regulatory recognition to early years provision and "guarantee the universality, gratuity, quality, and equity of the service."
Electronic Signatures Approved for Electoral Law Initiative
In the same session, 67 individuals were accredited as official witnesses to collect signatures for another ILP, this one advocating for a Catalan electoral law. For the first time, the Control Commission has authorised the use of an electronic signature system proposed by the initiative’s promoting commission. Promoters must gather at least 50,000 validated signatures within 120 working days, starting from when the first officially stamped forms are issued. This deadline may be extended if the promoting commission provides justified reasons.
Four ILPs Active This Legislative Term
Of the current ILPs in process, four have been submitted during this legislative term: the two reviewed on 26th October; a bill to ensure exclusive social contracting for disability support services via non-profit organisations, currently undergoing signature verification; and a bill to permit responsible vehicle use on rural roads, which is in the preliminary phase of signature collection. Additionally, eight ILPs from previous legislative terms remain active, as such initiatives do not expire when a term ends. Full details on the ILP process are available on the Parliament of Catalonia's official page.
