The Generalitat, Catalonia’s self-government, says a proposed new regional financing model would provide Catalonia with an additional €4.686 billion a year from 2027. For residents, the proposal would increase the resources available to the Catalan administration, although the funding model still requires approval.

According to the Generalitat’s official outline of the new financing model, the increase would raise Catalonia’s resources by 13.35%, compared with an average increase of 10.3% across Spain’s autonomous communities.

More resources and a revised tax share

The Generalitat says the plan would add €20.975 billion to the overall regional financing system through a contribution from the Spanish state. Catalonia would receive 22.3% of those additional resources.

The Catalan government says the changes would partly reduce the accumulated underfunding it identifies over the previous 13 years. It also says the proposal would end the existing system of advances and give the Generalitat greater financial autonomy.

Ranking based on adjusted population

Under the proposal, Catalonia would remain Spain’s third-largest net contributor while moving to third place for funding measured by adjusted population, according to the Generalitat. It puts Catalonia’s index at 104.14%, above the Spanish average.

Measured against the real population, the Generalitat says Catalonia would move from tenth to ninth place, with an index of 100.69%. It says this would be the first time since 2009 that Catalonia had been above the average on that measure.

The official proposal is presented as a new financing model rather than a revision of the previous one, and the Generalitat says it is intended to apply from 2027. Residents can consult the Generalitat’s published model outline for its full calculations and stated measures.
