Castelldefels council approved its 2027 budget and fiscal ordinances at an extraordinary plenary session on Friday 9 October, including a 4.6% reduction in IBI, the annual municipal property tax paid by property owners. The decision affects local homeowners and other property owners, while the council says its €108 million budget will maintain spending on services including security, street cleaning and social care.

The governing coalition of PP and SOM Castelldefels backed both measures. PSC, Movem-En Comú Podem and ERC voted against them, while Junts per Castelldefels was absent.

Property-tax rate to fall for a third year

According to the Ajuntament de Castelldefels, the IBI rate will fall for the third consecutive year in 2027 despite inflation. The general rate will be 0.4150%, while the differentiated rate will be 0.5859%.

The council said it does not plan to increase municipal taxes, charges or public prices for families, and that it will absorb the resulting loss of IBI revenue through what it described as restrained management of public resources.


Budget rises to €108 million

The approved ordinary budget sets revenue and spending at €108 million for 2027, up from €97.5 million in 2026. It also includes €4.51 million for investments.

Budget allocations for social services will rise by 17.65% on the previous year, while housing policies will receive 22.61% more, the council said. The governing team also said it would retain its spending focus on public safety and cleanliness.

Mayor Manu Reyes said the administration had completed street renovation work and the Bellamar urbanisation, increased the number of parking spaces, and unblocked projects including the town's third CAP, a primary healthcare centre, and an ACA pumping station for rainwater from the Northern Interceptor channel.

“Investment has grown more than ever in Castelldefels: €100 million in these four years,” Reyes said during the budget debate.

The newly approved fiscal ordinances and budget apply to the 2027 financial year.
