Wide Valuation Gap in La Miranda Expropriation

Barcelona City Council has valued the expropriation of La Miranda, a property in the La Salut neighbourhood near Park Güell, at €902,996, according to a municipal report dated August 2026. This figure stands in stark contrast to the €9,042,825 valuation submitted by the property’s owner, Capital Agrupado S.L., part of the Casa real estate group. The council has referred the case to the Catalan Expropriation Jury (JEC), the regional body responsible for determining the final acquisition price, after failing to reach an agreement with the owner. Both parties confirmed the impasse to Metrópoli.

Discrepancies in Municipal Assessments

The council’s €902,996 valuation contradicts an earlier internal agreement between two municipal bodies, the Municipal Urban Planning Institute (IMU) and Barcelona Serveis Municipals (BIMSA), which estimated the expropriation cost at €1,227,043. That document, reviewed by Metrópoli, also acknowledged the possibility of a higher final amount being set by the JEC. Further complications arose over the property’s size. Initial council documents listed the plot at 980 square metres, with 320 m² built. A discrepancy was resolved in October 2025, increasing the total area to 1,123 m².

We have no news. We have not received a response regarding our report based on legal criteria.

This statement was made by representatives of Capital Agrupado, who acquired the property in stages starting in October 2022. Ricard Guinart, manager of CASA, said the company never agreed to the expropriation and had plans to develop the site independently.

Public Use and Neighbourhood Role

La Miranda has hosted a community association of the same name since 2002, running cultural and social activities. The association’s rental contract has expired, though payments have continued despite reduced income post-pandemic. The council cited this instability as justification for expropriation. Municipal sources confirmed that, once expropriated, management of the facility will be transferred to the current association. The move is part of the Park Güell investment plan, which allocates nearly €39 million between 2023 and 2027 for improvements in the park and surrounding areas, funded entirely by park revenues via BSM (BSM).

Parallel Expropriation of Casa Trias

The council is also pursuing the expropriation of Casa Trias, the last privately inhabited building within Park Güell, designed for Antoni Gaudí’s patron Eusebi Güell. Municipal reports value the property at €3.2 million, while the heirs have reduced their initial €8.5 million claim to €6 million. Unlike La Miranda, the future use of Casa Trias has not been defined. It will become part of the city’s public heritage within the park, alongside the Gaudí House Museum and Casa Guarda. According to the council’s strategic plan, 59% of 203 planned measures for Park Güell have been completed, with 18% underway and 23% pending (Info Barcelona).
