Amposta's full council approved a €102,000 budget modification on Tuesday 29 June 2021 to complete the remodelling of Avinguda Santa Bàrbara, including €26,000 needed to tender the avenue's resurfacing works. For residents and drivers who use one of the town's main routes, the decision keeps the final phase of the project on schedule and is intended to complete accessibility and street upgrades already under way.
In the same plenary session, councillors also approved a long-term loan of €3.547 million to help fund municipal investments worth almost €8 million in total. According to Amposta City Council, that package includes spending on public roads, green spaces, schools, security cameras, sports facilities, the animal shelter and an initial €890,941 for the Pla de Barris, a neighbourhood improvement plan.

"This increase responds to the rise in material costs. From the drafting of projects to the award of contracts, cost increases force us to modify budgets because of rising inflation. The tender for Lot 3, resurfacing, will allow the final phase of an overall project of almost €2 million to be completed within the planned timetable," mayor Adam Tomàs said, according to the council's published account of the meeting.
Tomàs also said the council was still waiting for a €166,000 grant from Tarragona provincial council for the same works.
How councillors voted on the two main financial measures
The budget modification for Avinguda Santa Bàrbara passed with votes in favour from Esquerra d'Amposta-ERC. The other groups abstained.
The €3.547 million loan received support from Esquerra d'Amposta-ERC. The remaining groups voted against, while non-attached councillor Ángel Martínez abstained.

For local residents, the wider investment package covers everyday services and spaces rather than a single flagship scheme. In practice, that means road works, school and sports-facility upgrades, green-space improvements and other works that affect daily movement around the town.
Other June plenary decisions in Amposta
The June session also approved the municipal instructions and commissioning terms that will govern the beach service for 2026. That item passed with support from Esquerra d'Amposta-ERC and Ángel Martínez, while Junts per Amposta, Som Amposta and councillor Èric Esteban abstained.
Councillors also approved a motion from Esquerra d'Amposta-ERC supporting the implementation of the Terres de l'Ebre train-tram system. It passed with votes in favour from ERC, Ángel Martínez and Èric Esteban, while Som Amposta and Junts per Amposta abstained.
A separate motion from Junts per Amposta to improve the bike lane on the Via Verda de la Val de Zafán as it passes through the municipality was approved with the support of all municipal groups.
