Thirty-two self-protection plans (PAU) have been approved by Catalonia’s Civil Protection Commission, including the road tunnel at Glòries in Barcelona, as Diaricatalunya reported on Saturday 31st October 2026. One plan, for Family Parc in Tarragona, received partial approval due to ongoing safety adjustments.

The approved plans cover 24 permanent facilities, such as industrial plants, energy production sites, waste management centres, a university campus, a marina, office buildings, residential centres and airports. Temporary events approved include six music events, one sports event and a digital arts festival, all taking place in defined spaces during 2026.

Among the major sites now cleared are the UPC campus in Terrassa, Roses Port, the Sallente hydroelectric plant, Sabadell Bank’s corporate building in Sant Cugat del Vallès, the Barcelona International Convention Centre (CCIB), and the Fòrum building. Four high-risk Seveso sites handling dangerous substances also received full certification.

Unapproved Plans to Be Revised

Eighteen plans were not approved due to technical deficiencies or insufficient emergency resources, all for permanent operations and mostly based in the Barcelona region. These must be corrected and resubmitted.

Civil Protection requires all approved plans to be implemented within one year and updated continuously under Decree 30/2015. So far in 2026, 344 PAUs have been homologated across ten commission meetings.

The commission was chaired by Civil Protection Director General Marta Cassany, with participation from senior officials including Sergio Delgado and Imma Solé of Barcelona Fire and Emergency Management.
