Terrassa City Council will hold its final municipal plenary before the holidays at 9.30am on Friday 24 July, with votes planned on the city bus network, universal accessibility and affordable housing. For bus users, the proposed 2026 arrangements aim to add services, improve punctuality and renew 11 vehicles in the municipal fleet.

The plenary, the council's full meeting of elected representatives, will consider the economic terms for operating the urban public-transport service in 2026. It will also examine the 2025 financial settlement under the contract with municipal operator TMESA.

2026 proposed as a transition year for city buses

The proposal follows approval by the Territory and Housing Commission on 13 July to take the 2026 contract terms to the plenary. TMESA is currently operating the service under an extension that runs until 31 December 2026, while a new concession procedure is pending.

According to information presented to the commission, the council is adjusting timetables across the network to target 85% punctuality. It has already made specific changes to the L3 and L1 routes, with the council expecting punctuality of 88.7% and 90% respectively in some months, and is working on consistent timetables throughout August.

Accessibility pact and municipal land for homes

Councillors will also vote on the Pact for Universal Accessibility in Terrassa. The strategic text was agreed between the Ajuntament, or city council, and disability-sector organisations, and sets out actions intended to make the municipality free of barriers.

The proposed pact updates the agreement reached in 2012. Its consideration at the plenary places accessibility measures alongside the transport decisions affecting residents who rely on barrier-free public space and services.

The agenda also includes transferring five municipal sites to Habitatge Terrassa to support affordable housing construction, including in the Sala Badrinas area. The measures remain proposals until councillors vote at Friday morning's session.
