Alícia Romero, Catalonia’s Minister of Economy and Finance, has signed an order to start preparing the Generalitat’s 2027 budget, according to a report published by La Vanguardia on 20 July.
For residents and public-service users, the move starts internal planning for next year’s spending but does not itself approve new expenditure, taxes or services. The Generalitat, Catalonia’s devolved government, has only recently secured approval for its 2026 accounts.
The 2026 budget totals €49.2 billion
The 2026 budget was the first of Salvador Illa’s term in office and was approved with the support of ERC and the Comuns, according to reporting on comments made by Romero. Its €49.2 billion allocation ended a budget extension that had been in place since 2023.
“The resources we devote to public policies come from taxes, and a massive reduction would have to be accompanied by cuts,” Romero said in an interview reported by Cronica Global.
Romero ruled out a general tax cut, saying it could put funding for public services at risk. She said the Generalitat had changed personal income tax bands for people earning up to €33,000 a year, a measure she said had benefited 64% of Catalan taxpayers during the current tax-return campaign.
New financing remains subject to approval
Romero has also said she hopes Catalonia can include €4.7 billion from a proposed new regional-financing arrangement in the 2027 budget. That funding is not yet confirmed.
According to Segre, the proposal would first need to pass through the Council for Fiscal and Financial Policy, followed by changes to the Organic Law on the Financing of Autonomous Communities and approval by Spain’s Congress.
