Complaints Over 112 System

Residents in L'Hospitalet, particularly in the Les Planes and Can Serra districts near Parc de Les Planes, are reporting ongoing difficulties in contacting local police over disturbances. Since April 1st of the previous year, the direct Guàrdia Urbana contact number 934091092 was deactivated, redirecting all calls to the regional emergency number 112. This change, implemented by the Quirós administration as part of a broader public safety integration, has left many residents feeling ignored. They argue that calling 112 for non-life-threatening issues such as noise complaints, illegal parking, or minor public altercations is ineffective and risks overloading a system designed for urgent emergencies.

Calling 112 is completely ineffective. Our calls are in vain, and we are left without any real way to report ongoing problems in our neighbourhood.

Push for Reinstating 092 and 934091092

The direct number 934091092 previously connected callers to the emergency room at the central police station on Carrer Migdia, allowing for immediate and detailed reporting. Another widely used number, 092, which is standard for local police forces across Spain, also used to route directly to the Guàrdia Urbana when dialled from within L'Hospitalet. While the Generalitat de Catalunya has promoted the centralisation of all emergency calls through 112 across its 218 municipalities with local police, some major cities, including Tarragona, Lleida, and Girona, have retained 092 alongside 112 to maintain accessible local contact. In Barcelona, 092 remains active but serves only an informational function, due to the city’s integrated CAT112 platform linking the Guardia Urbana and Fire Department for real-time geolocation and rapid response. This system is not replicated in L'Hospitalet.

Local Consequences and Calls for Change

The lack of a dedicated local police line has led to slow response times, a loss of local context, and frustration among residents. Weekly disturbances in and around Parc de Les Planes have gone unaddressed, despite repeated calls to 112. A portion of the municipal opposition and several citizen groups have formally urged the Ajuntament to restore the previous contact system. They argue that proximity policing depends on accessible, direct communication channels, especially for issues that fall outside the scope of national emergency services. Residents stress that having a dedicated number would not only improve response times but also reduce unnecessary strain on the 112 service.

Official Contact Channels Remain Limited

According to the official directory published by the Ajuntament de L'Hospitalet, the Guàrdia Urbana is now listed exclusively under the 112 emergency number. The municipal website and the Connecta L’H mobile app do not currently offer an alternative direct line for non-emergency police matters. The Guàrdia Urbana continues to operate under the municipal authority, with the latest update from August 2026 confirming the integration of 19 new trainee officers, aimed at strengthening community presence and operational capacity. However, without a direct reporting channel, residents say improvements on the ground are undermined by communication barriers.
