Leadership changes met with continuity plan
Catalonia's Interior Minister Ferran Parlon has introduced a model of 'continuity' based on proximity to the public, following recent changes in the department's leadership. Speaking during a parliamentary session on Thursday 17 September 2026, Parlon defended the appointments of senior officials Ferran López and Sílvia Catà, citing their deep institutional knowledge and operational experience within the Mossos d'Esquadra, Catalonia's regional police force.

Parlon emphasized that the new model aims to strengthen the connection between law enforcement and citizens, ensuring consistent public safety operations despite personnel shifts. The continuity framework, aligned with standard administrative resilience practices, is designed to maintain core functions during transitions. Proximity, as defined in the plan, involves increasing local engagement, improving responsiveness in neighbourhoods, and decentralising certain decision-making processes to district-level command units.

Their responsibilities will include overseeing daily operations and implementing community policing initiatives across Catalonia’s 32 comarques (counties).
