Wave of Incivility in Samontà
It has been less than six months since L'Hospitalet deployed 4,250 new waste containers across the city, yet in the Samontà neighbourhoods in the north of the city, a surge of misuse is drawing concern. In Collblanc and surrounding areas, multiple container points are now surrounded by overflowing garbage bags, despite the bins themselves being empty. Residents describe scenes where waste is deliberately left on the pavement rather than placed inside the containers. One woman, attempting to dispose of her rubbish properly at a site near the Diablos gardens, had to navigate a barricade of bags. A man observed dropping his waste beside the bin, rather than opening it, blamed collection services, without checking whether the container was full.
Suspicions of Deliberate Sabotage
Some locals suspect foul play. There are growing claims that organised groups are removing waste from containers and dumping it outside to damage the city’s image. The fact that discarded bags are consistently found next to grey general waste bins, suggesting prior placement inside, lends weight to this theory. The Guardia Urbana has confirmed it is investigating the incidents, though no official explanation has been released. Long-term residents speculate that the actions may be politically motivated, particularly with local elections approaching.
New Waste Contract and Stricter Penalties
The vandalism comes just months after the city launched a €435.4 million, ten-year street cleaning and waste collection contract with FCC Medio Ambiente in 2026. The contract includes 154 new vehicles, increased cleaning crews, and enhanced pressure-washing services. Teams dedicated to bulky waste removal have doubled, and container battery cleaning crews have increased by 60%. At the same time, the city’s updated Municipal Waste Management Regulatory Ordinance, definitively approved in January 2025, now imposes steeper fines. Leaving waste outside containers or removing it without authorisation is expressly prohibited. Minor infractions carry fines up to €200, serious ones from €750 to €100,000, and very serious violations from €1,500 to €3.5 million, depending on severity. Residents are reminded that the new municipal waste tax, averaging around €100 per household annually, is tied to these service improvements and is regulated under Ordinance 2.21 on the municipal tax for waste collection services.
