Catalonia received 8.6% of Spanish government investment in 2025 that can be assigned to individual autonomous communities, according to figures from the Intervención General de la Administración del Estado (IGAE), the Spanish government's public-sector accounting body.
For residents and public bodies in Catalonia, the figure is a measure of executed state investment allocated to the territory, rather than an estimate of planned spending. It is below Catalonia's reported 17% share of Spain's population and 19% share of national gross domestic product.
The Ministry of Finance sent the IGAE data to political groups in Spain's Congress of Deputies, according to reporting published on 17 July 2026. The figures cover investment executed during 2025 and classifiable by autonomous community.
Catalonia's share fell from the previous year
Catalonia received 10.8% of the same regionalised investment total in 2024, compared with 8.6% in 2025, according to the reported IGAE figures.
- 2025 regionalised state investment received by Catalonia: 8.6%
- 2024 regionalised state investment received by Catalonia: 10.8%
- Catalonia's reported share of Spain's population: 17%
- Catalonia's reported share of Spanish GDP: 19%
The figures concern investment that has been executed and can be geographically assigned. They do not represent all Spanish government spending in Catalonia.
Investment data differs from regional financing payments
The investment data is separate from the autonomous-community financing system. Under Law 22/2009, that system regulates state tax transfers and other funding mechanisms for the autonomous communities of the ordinary regime.
In June 2025, the Ministry of Finance said autonomous communities, including Ceuta and Melilla, would receive €147.412 billion in account payments for that year, a 9.5% increase on the previous year. The ministry's regional financing information page publishes documents on those 2025 payments.
Readers seeking information on the financing system can consult the Ministry of Finance's published 2025 account-payment documents; those payments should not be treated as the 8.6% investment figure.
