€4.7bn boost from 2027

Catalonia's government has agreed on a new financing model that will provide an additional €4.686 billion in resources starting in 2027, aimed at strengthening public services and financial self-governance. The deal, announced by President Salvador Illa on Wednesday 21st October 2026, represents a 13.35% increase in funding, above the national average of 10.3%, and a 12% rise in budget compared to non-financial and non-finalist expenditure in 2026. This funding is expected to partially reverse 13 years of underfunding, according to the Generalitat. The model is not a reform of the existing system but a new framework designed to be fairer, more efficient, and transparent, based on objective and measurable criteria.

Today we lay the foundations for Catalonia to make a qualitative and quantitative leap in its self-government.

Fiscal autonomy and fairness

Under the new model, Catalonia will receive 22.3% of the total resources the Spanish state will inject into the system, amounting to €20.975bn, placing its share above its GDP contribution. For the first time, the model respects the principle of ordinality based on adjusted population, meaning Catalonia moves to third place in funding per capita (index of 104.14%), while rising from tenth to ninth under real population figures, surpassing the national average for the first time since 2009. The agreement also ends the system of advances, short-term loans from the state to cover budget gaps, and increases Catalonia's financial autonomy. The Generalitat will gain greater fiscal co-responsibility, improving its ability to manage and stabilise its finances.

Political call for unity

President Illa called on all political forces to support the model through the necessary legal processes, urging "useful politics and solutions, not politics of blockage and problems." He stressed that Catalonia "does not ask for any privilege" but offers reforms so that all regions can contribute fairly.

It is time to be responsible for our decisions, to exercise the competencies that belong to each with loyalty and with a common objective: to advance and strengthen the plural Catalonia and Spain of which we are all a part.

The model is part of a broader push by the Generalitat to secure long-term fiscal stability. While the proposal reflects current negotiations, it builds on earlier work, including a 90-page document prepared by Economy Minister Natàlia Mas Guix outlining a vision for full fiscal sovereignty, under which Catalonia would collect nearly all taxes generated within its territory.

What this means for residents

The additional funding could translate into improved public services, including health, education, and infrastructure, though exact allocations will be determined in future budgets. The model applies from 2027 and must still undergo legal approval at the national level. Residents can follow developments via the Generalitat's official financing portal.
