The Barcelona City Council has opened a grant scheme offering €600 to individuals and legal entities who replace old combustion-engine mopeds with new electric ones. The initiative, part of the city’s Climate Plan 2030, aims to eliminate emissions from the estimated 18,000 combustion mopeds in regular use across the city.

Under the programme, eligible applicants must have purchased a new electric moped of the L1eB category (capped at 45 km/h) on or after 1 March 2026. They must also scrap a registered combustion moped in Barcelona. The scrapping process is free of charge through municipal service points operated by BSM (Barcelona de Serveis Municipals), which issue the required certificate for the application.

The grant of €600 per moped represents between 16% and 40% of the market price of a new electric model, according to current rates. The amount is limited to 50% of the pre-VAT price of the new vehicle. Applications are open from 15 September 2026 until 30 September 2028, and are processed on a first-come, first-served basis until annual funding is exhausted.

Individuals must be registered residents of Barcelona and of legal age on the date the call was published. Legal entities must have their registered office in the city. Only two documents are required: proof of purchase of the new electric moped and a certificate confirming the scrapping of the old combustion model.

Applications can be submitted online via the Barcelona City Council’s electronic headquarters or in person at municipal registry offices. The scheme is funded with a total budget of €5.2 million, supporting the city’s goal of achieving a fully zero-emission moped fleet.
