Expanded Home Care Coverage and Better Pay for Staff
The governing council of the Municipal Institute for Social Services (IMSS) has approved the tender clauses for a new home support contract worth 452.8 million euros, set to begin in October 2026. The contract will double the number of neighbourhood blocks served by the Home Care Service (SAD), increasing from 92 to 184 by 2029, significantly expanding access for elderly residents across Barcelona. Under the new agreement, care staff will see a 41.55% salary increase and improved working conditions, including regulated working hours and paid leave, following the collective covenant for home support companies. The measures aim to stabilise the workforce and improve service quality.

Interim Contract Ensures Continuity of Care
The previous SAD contract, tendered in 2019, expired on 31 December 2025, with no option for extension. To prevent disruption, Barcelona City Council implemented an urgent interim contract for care and domestic cleaning staff, effective from January 2026. This stopgap measure will remain in place until the new long-term contract begins. The expansion is part of broader efforts to strengthen residential and home-based care for older people. Additional initiatives include the allocation of 345 new flats with services for residents over 65, distributed in Porta Trinitat, Casernes de Sant Andreu, and Veneçuela. These homes provide independent living support, including concierge and cleaning services. Residents can apply via the Barcelona City Council’s housing programme portal, which prioritises applicants who have lost their homes or face eviction.
