Investigation Launched Over Alleged Data Disclosure
The Court of First Instance Number 6 in Santa Coloma de Gramenet has formally opened an investigation into municipal councillor Aitor Navarro Horna of the Vox party. The probe follows a criminal complaint filed by six local organisations: SOS Racisme Catalunya, Centre d’Acolliment de Santa Coloma, Ca La Sisqueta Gramenet, Espai Gramenet, Papers i Drets per Tothom, and Ningú Sense Llar Gramenet. The court has admitted the complaint and will gather Navarro’s criminal record as part of its preliminary measures. He is scheduled to appear before the court on 17 November 2026 to testify as an investigated party, after being informed of his rights.
Allegations Include Privacy Breach and Incitement
The plaintiffs allege that Navarro disclosed personal data of individuals receiving public subsidies, specifically highlighting surnames linked to certain ethnic or national origins. They claim this constitutes a breach of privacy and an act promoting racial discrimination. According to the complaint, the councillor distributed leaflets, posted signs, published videos on social media described as "racist and xenophobic", and made statements during a municipal plenary session. The organisations also accuse him of accessing the municipal subsidy registry without authorisation and disseminating sensitive information. Seven documents submitted by the groups have been incorporated into the case file as potential evidence. These include records of public communications and administrative filings, such as a general application form dated 4 November 2025 lodged via the municipal registry (available here), which shows Navarro acting in an official capacity.
The instrumentalization, dehumanization, and constant criminalization of migrants by far-right political parties is not new. This strategy aims to fragment and divide the working class by using the most vulnerable people, such as migrants and racialized individuals.
The organisations argue that Navarro’s actions go beyond free speech and amount to incitement of hatred, hostility, and discrimination under Spanish law. They have called for accountability and preventive measures to stop similar incidents in the future.
Councillor's Role and Background
Navarro has served as deputy spokesperson for the Vox municipal group since July 2023 and is listed on the Ajuntament de Santa Coloma de Gramenet website. His declared annual gross income is €37,168, reflecting a partial 80% mandate, set by a municipal plenary agreement on 6 May 2025. He is currently studying a Law degree and holds an MBA and a Master’s in Digital Marketing. Prior professional roles include business development manager, financial advisor, and IT technician. The case has now been referred to the Public Prosecutor’s Office of the High Court of Justice for review, following standard procedure in such matters.
