The Junts Municipal Group has demanded urgent accountability from Barcelona’s city government following the publication of sensitive personal information belonging to 568 Guàrdia Urbana agents in the Municipal Gazette. The data, which included professional IDs, full names, assigned police stations or units, and work shifts with hours, was made publicly accessible as part of internal promotion and mobility competition notices.
Jordi Martí Galbis, president of the Junts group, called the incident "extremely serious and unacceptable", warning it represents a major security failure that could endanger officers and their families. He submitted 27 formal questions to Mayor Jaume Collboni’s administration and urged an immediate public explanation from Collboni and Deputy Mayor for Security Albert Batlle.
This is not a minor error: it is a first-order security failure that puts the physical integrity of agents and their families at risk.
The CSIF union, which raised the alarm, filed a complaint with the Catalan Data Protection Authority (APDCAT), citing risks of stalking, harassment and phishing. In its statement, CSIF warned that the combination of published details allows third parties to identify officers’ exact workplaces and schedules, enabling targeted surveillance.
According to CSIF, the city council has confirmed it will take urgent steps to remove compromised data from the Municipal Gazette and revise future publications to prevent recurrence. Municipal sources told beteve.cat that all affected documents would be immediately withdrawn and a thorough audit launched to locate other potentially exposed files.
The council clarified that the exposure was not the result of a cyberattack or external breach, but an internal procedural failure. The Municipal Gazette, accessible via the city’s open-access repository BCNROC, is intended for transparency in administrative processes, including staff appointments and competitions.
In response, city officials have begun an active search for additional documents containing similar personal data. Affected officers are being notified, and measures are being implemented to ensure compliance with data protection standards under regional and local regulations.
