Reconstruction Plan Announced for 70 Municipalities
On Tuesday 20 October 2026, the Government of the Generalitat confirmed a coordinated reconstruction effort for 70 municipalities impacted by recent severe storms. Minister Sílvia Paneque, spokesperson for the Executive and head of the Department of Territory, Housing and Ecological Transition, announced a package of 293 urgent actions aimed at restoring critical infrastructure and supporting recovery. The interventions span from Terres de l'Ebre to Alt and Baix Empordà, targeting areas hardest hit by flooding. Work will be led on the ground by the Catalan Water Agency (Agència Catalana de l'Aigua, ACA) and Infraestructures de la Generalitat, with priority given to repairing transport links, drainage systems, and damaged public facilities.
75 Million Euros in Emergency Funding Allocated
This new phase follows an initial emergency package approved earlier in October. President Salvador Illa announced 75 million euros in urgent aid, distributed as:
- 20 million euros in direct subsidies to municipalities for infrastructure repairs
- 5 million euros in support for businesses, shops, and self-employed individuals
- 50 million euros via ICF Emergències for immediate liquidity to affected entities
The funds are being mobilised through the Generalitat’s Contingency Fund, enabling ACA, Infraestructures de la Generalitat, and Forestal Catalana to begin emergency works without delay. The government is also coordinating with the Spanish state to declare the affected zones as 'seriously affected', which would unlock additional national and EU-level assistance.
Climate Denialism 'Puts Lives at Risk', Says Paneque
Beyond recovery, Paneque stressed the need to confront climate change as a root cause. "Those who deny climate change put human lives at risk," she stated, urging greater public adherence to civil protection alerts. She reiterated that extreme weather events are becoming more frequent due to the climate crisis, particularly in the Mediterranean basin. The Generalitat is advancing both mitigation policies to reduce emissions and adaptation measures to strengthen urban and hydraulic infrastructure.
The culture of self-protection and following Civil Protection instructions saves lives.
Paneque also confirmed that the Inuncat emergency flood plan remains active, with the Meteorological Service forecasting further rain on Tuesday and Wednesday, improving by Thursday.
Condolences Extended After Storm Deaths
The minister expressed official condolences following the death of a 35-year-old woman in Cabrera de Mar, swept away by floodwaters on Saturday 17 October. The Generalitat also extended solidarity to families in the Valencian Community, where four people lost their lives during the same weather system, known as DANA. "This is not just a Catalan emergency, but a shared challenge across regions," Paneque said, underscoring inter-territorial cooperation.
Long-Term Measures Underway
In parallel, the Generalitat has approved a 37.5 million euro structural plan over five years for the Terres de l'Ebre, focused on reducing flood risk through retention basins, riverbed restoration, and slope protection. The plan, approved under the government's climate adaptation strategy, will benefit twelve municipalities in Montsià and Baix Ebre. The strategic fire service plan Bombers 2030 has also been adopted to better respond to climate-related emergencies.
